Yes, a student can apply for admission to both the counselings. All India Counseling and State Counseling. However, there are certain guidelines that a student has to follow such as if a student has been allotted a seat in second round counseling of All India Quota and if he/she joins the allotted seat then the candidate would not be eligible for resigning/surrender of the allotted seat.

Similarly, every state also has its own criteria.
