This is because Most of the universities offers you admission on the basis of 10+2 merit. But some seeks entrance tests organized by itself or any other entrances in which case CET can be required.

Further, the minimum eligibility criteria for MHTCET is as follows : A candidate must have passed 12 ^th with PCM/PCB with a minimum aggregate of 45% marks (40% for reserved category) .
