Yes you can seperately apply colleges apart from preferences list but you shall be required fo pay stipulated fees as described by respective colleges.

Selection procedure and dates too may vary since you are applying seperately .

You also need to confirm with college authorities regarding entire process since each will have tgeir own set of protocol.
