Yes, there are chances you can apply for Computer Science course with a GATE score of 446(OBC category). As per the last year GATE score and IIT-wise cutoff you can apply in IIT Kanpur. Though this year's list is yet to come but have faith in yourself. You'll definitely get a seat with such a score in one of IIT for particular course you want.
