Yes, you can apply for the fall 19 intake for Masters abroad if you are in the final year of your engineering. 

In order to do so (since you don't have the final degree for your undergraduate program yet), you will need to submit official and unofficial transcripts for your academic record till the previous year of education. Therefore, you will need to submit the transcripts with all academic records till your 3rd year of engineering.

Unofficial transcripts (or a scanned copy of the official transcripts) are generally required in order to submit the application for admission to any masters program. The official transcripts are required to be posted to the university of admission upon enrollment to a program of study. The final degree is required to be submitted before commencement of the academic session.
