No, you can't. Since you've cancelled your admission after getting a seat in the first cut off itself because you were eligible at that time, you can't do readmission again in the other cut off list even though the admissions are closed now.

The refund of fees after the cancellation of exam takes times. As per my experience, the refund is received after 1 to 1.5 months after the cancellation of admission. Also the time duration may vary. For more details you can contact the office of the respective college.
