So, to answer your question, No, you cannot apply for any state's own counseling other than the state you have a domicile for. To participate in other state's college counseling, you will only have to appear through AIQ i.e All India Quota which is only 15%. So, you are from UP, when you apply for colleges in UP, you will have a 85% state quota for you, but as soon as you apply for colleges in other states through AIQ, the percentage for you reduces down to 15%.
