yes mostly courses on Political Science and humanities does not require a background in it you can join them even after your graduation in some other fields so just check the eligibility criteria of the institute in which you are applying and if you made the eligibility criteria than you can apply however this may depend case to case basis there maybe some colleges which does not allow.
