No,you can't apply for second round counseling of nchmct without paying fees on choosing float option because in float option you only modify or update your colleges selection list again and again but paying fees confirm your certain seat in that round of counselling whether it's freeze or float paying seat acceptance fees is compulsory in both the cases.
