Hello dear student,
Greetings
I am sorry to tell you but you cannot participate in counselling of other states of which you are not a domicile, you are eligible for state counselling in your state of domicile only. Only aspirants who are the domicile of the state can participate for online registrations. So you cannot participate in Gujarat state counselling.

Hello,
As you know admission to government medical colleges is based on NEET marks is done under two categories-All India quota(15%) and state quota(85%).
The state quota is only available to students having domicile of that state and not for outsiders. Since you belong to Rajasthan, you are not eligible to get state quota seats in Gujarat.
Counselling process for most of the states has started.
