All the JEE Mains Exams that will be conducted from 2019 onwards will be conducted in online mode. So when you will apply for JEE Mains this year, the centre that will be alloted to you will be a registered centre with internet facility. If you mean to ask whether you can go to a cyber cafe for registering yourself for JEE Mains 2020, you definitely can but clear all the history after registering so that any of your details is not misused.

Your question is not totally clear... but I am assuming here.. that you want to get admission in IIT ..through jee main..

To get admission in IIT you have to clear Jee man and.. then after that you have to clear JEE advanced entrance exam and on the basis of your rank on the counseling you allotted seat in different IIT colleges...
