Yes, you can apply for phase 3 counselling if you haven't applied or phase 1 and phase 2 counselling but it will be difficult to get seat in a top college as most of the seats are filled in phase 1 and phase 2 counselling so the vacant seats will be less in phase 3 counselling so the chances of getting seat in the desired college and course will be less.
