Hello there

Generally you can't change your college after completion of first year or any year as it is based upon your percentage marks and any other reason.

But there is one condition which will make you able to change college and that is if your current college agrees to give you migration certificate and joining college has vacant seats in the third year. For that you should confirm to your college whether you can get migration after 2nd year or not. There is a strong possibility that they would deny it.
