As far as i can read in their rules, they have just mentioned upgradation in a different "college" and no where it is mentioned in the rules that you can upgrade within a college itself.

If you want to change your branch in same desired college then you can just freeze the seat and can go for spot counselling in the other branch but most counsellors prohibit to do so
