generally college is allotted through counselling process and you have to accept and then report to the college for admission. if you do not take admission in any college you would get back the fees which you have paid in counselling process. in case you have take admission in any college and then want to migrate to other college there is less chances of fees refutation on the side of previous college.  this is generally happens for counselling of engineering. but you did not mention in which of the exam or counselling process you have appeared. do mention the name of the exam then We may help you with necessary information.
