Yes, it is possible but it depends on the college.

Sometimes you need to take entrance exam again.

I think of course Because 10% Seat  Shall has  vacent After 1st year becoz Students Have In Iit nit And another clg I think A/c University criteria Of Individual 

This is not really possible. To take admission in other college in second year you will have to appear for the exam afresh. Also in the same college you can apply for course change if the college has this criteria but otherwise college change is not allowed with the same previous rank or scores.
