Yes you are eligible to change you stream after orsuing diploma in any other field. If you have a keen interest in any particular field then surely go for it.

Talking about doing btech in cse branch after holding diploma in mechanical field, you can still switch to computer science world.

Its just you must have basic knowledge of coding as well as computer system and networks because with this knowleehe yo will easily study cse branch.
