You can change it but note that if you have not done diploma instead of normal 10+2 then you will have to again start from first year in the new college/university. Because lateral entry is not allowed for second year dropouts who have not done diploma which is equivalent to 10+2.

Also note that not every college offers lateral entry in B.Tech. course. So before changing your college once do a proper research about the college in which you want to go and also check out the penalties which will be imposed on you on leaving the college mid way.
