Vineet, NTA did mention that Candidates can mention any State in their application form as their State of Eligibility. But that will not stop them from claiming their State Quota provided they fulfill the eligibility criteria. So for example, if you filled Telangana as your State of Eligibility but also fulfill Delhi's domicile, you can participate in Delhi's State Counselling as well.
