You have not clearly mentioned what university and course you are talking about, but no, you can not change university after 2nd year in India. Some colleges offer migration after the 1st year, but no college accepts migration after 2nd year. Also, you can only change colleges within the same university and not universities. You will have to repeat the course in order to do so. All recognized universities have this rule in India, if you are talking about unrecognized universities, you might have a shot.
