According to. IAS eligibility criteria if  you want to attend civil services examination then you have a graduation degree  from a recognised University
Diploma holders will not eligible for a civil service examination if you want to attend  civil service examination then after complete diploma you will do a graduation from a recognise University then you are eligible for a civil service examination
