Straight answer- No .

As you have mentioned UPSC,so I am counting prelims,mains and personal interview also(all three stages).

6-12th NCERT are basic books.You will learn a lot from ancient history to modern history,from star, planets,sky, rotation, revolution to human and physical geography,from diversity, democracy, federalism, liberty, justice to Indian Constitution.

But this is not enough.UPSC hardly asks basic questions.Reading NCERTs is a must but along with that you need to read reference books like M Laxmikant for Indian Polity, History of Modern India,G C Leong,Ethics books, Environment and Ecology books etc.


You have to give lots of mock tests and must solve previous years question papers to get the correct idea about UPSC CSE paper pattern.



Final Words-

6-12th NCERTs are a must read but not enough for UPSC CSE preparation.



You can see the UPSC Syllabus and Previous Years Papers,and you will notice that reading reference books is a must for CSE Preparation especially for General Studies.
