Yes, UGC has reformed guidelines regarding pursuing two degree programs at the same time, earlier it wasn't allowed, but this norm has changed you can definitely pursue Bachelor in Elementary Education along with BCom, but in this regard one has to be through regular mode and another has to be in distance learning mode. So, you have to make a decision regarding this matter which course you want to do through which mode, I think the better option will be to do BElEd through regular mode as it tends to more training oriented course, BCom through distance learning program can still be managed.

As per new changes by UGC in its policies, you can persue two degrees at same time and both degrees will be valid.

You can definitely do bcom as well as b.el.ed simultaneously as both are the bachelor degree courses and you need to do them after class 12th.
