Hello. Hope you are doing well. Yes, of course. You can pursue both btech and bsc simultaneously. But this is possible only if you chhse one of them to do as a distance education. You cannot do both of them as a regular course simultaneously. You have to choose either btech or bsc as your regular course and other you can do it as a distance course.
