Yes, you can do fashion designing after 10th. 

You cannot apply for a bachelors degree but can go for various certification and diploma courses in Fashion designing. Some of them are:

Diploma:

• Diploma in Fashion Technology
• Diploma in Fashion Design
• Diploma in Apparel Design
• Diploma in Jewellery Design
• Diploma in Fashion Photography
• Diploma in Retail Merchandising
• Diploma in Leather Design
• Diploma in Textile Design
• Diploma in Visual Merchandising

Certifications:

• Fashion Design Certification
• Jewelry Design Certification
• Accessory Design Certification
• Textile Design Certification
• Leather Design Certification
• Footwear Design Certification

But I would suggest you to rather pursue 12th and get a bachelors degree, if possible from NIFT or NID. Bachelors degree are more valuable than diploma courses, you will have better exposure if you get bachelors from a good institute like NIFT or NID. 

And of course, fashion designing is a creative course you may get certifications and start innovating on your own until you get a professional degree.
