Yes , you definitely can do M.Sc after doing B.Tech from any of the branch for that you can clear some entrance exams for having admission in best colleges and for knowing more about M.Sc colleges  about  process of admission, etc you can go on the link which I am providing you below:

Usually NO except for few institutes where there's a possibility. Please check the eligibility criteria for M.Sc for your preceded stream at IARI, New Delhi; PAU, Ludhiana; CCSHAU, Hisar; HP Agri. Univ. where there's a possibility to do M.Sc along with bridge/deficiency courses.
