Sorry, you cannot do neet pg after completing msc cardiology. According to the eligibility criteria for neet pg:

Candidates are required to possess MBBS degree or Provisional MBBS Pass Certificate recognised by the Indian Medical Council Act 1956 with a MBBS qualification registration (permanent/provisional) issued by MCI or State Medical Council. Candidates also need to complete their one year internship before neet pg.
