Hi there,
From my research for doing P.hD in 2020 you have to complete masters with minimum of 55% of marks.After the completion you can apply for various entrance exam in P.hD political science.
Some of the entrance exams are.

NET
RAT
Tiss entrance exam
IGNOU entrance exam
Christ University entrance exam
JNU entrance exam
DU entrance exam.
