It basically depends on your college as every college has a different procedure for a student wishing to take a drop out. The students wanting a drop out should go and talk to the administration of their college and sometimes they provide the students with a scholarship, in case if the students are unable to afford the fees. If the students don't have an interest in the BDS course then also the administration will fix a meeting with the dean of the college and then they will suggest you what to do.
