If you are a native of UP, but just studied 11th and 12th from Telangana, you can claim 85% UP State Quota. Accorodng to Telangana State domicile rules, you cannot claim 85% State Quota if you have done only 2 years of study in Telangana. On the other hand if  you are a native of UP, you can claim their domicile and therby appear for UP State Counselling for NEET.
