The answer is YES!, there is an exam conducted by UPSC, specifically for Doctors. Where the number of rounds is same as any other UPSC conducted exams.

And it's difficult as well. The minimum qualification is MBBS, and if you're a PG graduate then anyone can get a privelage over other. The exam is conducted once a year.
