Your expected ranks is way too below and you will never get a govt medical College at that rank.

There is total of around 80k seats only in MBBS in  india including both private and government medical College. Your expected ranks is 5 lakhs which is way too far from the total seats.

You can only get some Deemed medical College which have fees around 23-26 lakh/yr. Those colleges cut off marks goes very low due to very high tution fees structure. So you have chances there only although that is also not confirm that you will get a seat there.
