The JEE MAINS is a national entrance exam for engineering in India,You will be able to enroll into NITs,IIITs if you have a high enough score than just clearing the exam.Answering your question,there are some private colleges that selects its students based solely on limit which consider the  JEE main marks of students,like SASTRA,Chennai.But without a clearing rank you wont be able to get into the college,because they might have considered a cutoff which might be attained only if you atleast have a clearing rank.

So,I am sorry to say that it wont be possible to enroll into colleges which considers your JEE MAINS mark even though such colleges do exist.
