Your percentage is very low. With this % you will not be able to get any high notch college.

However, you can opt for the colleges or University that doesn't take admission on the basis of class 12th marks.

You can go for the entrance exam based admissions, for example in BHU and And many other universities and try to secure good marks in the entrance examination to get admission.

However, it is very easy to get admission in any college in your city, that just take admission on first come first serve basis but that won't be of much use, therefore go for the admission tests and prepare well for that.
