No , you will not be eligible for a BAMS seat without qualifying in NEET, not even under the management quota. As management quota is only applicable for the candidates who have clearly the NEET exam . Further i will suggest you that if anyone is approaching for you and get’s this done, please don’t fall into the trap because the admission will be not valid .
