Being an o b c candidate and scoring 417 marks in NEET exam it is  possible for to get in BDS college. However you may have to wait for counselling rounds. I can get BDS degree with your home state quota in government colleges. However you also can try for private colleges as well.actually is an every year the cart of train changes that's why it is quite difficult to tell about the actual colleges.
