Yes, you can aply for both the category,but you will have to show certificates related to your families income will be needed here.

For applying for Rural i.e (TFWS) ,You should be having a decent score in your previous qualifies examination, because this scheme is limited to those finacially weaker student who are in need of funds for continuing your futher education. You can apply for EWS and TFWS ,but you should fulfil the criteria required for applying in these schemes.

If you are in needs for TWFs and EWS ,then you definitely apply for it and may you avail the facilities under this schemes.
