The Heritage Institute of technology has a start rank of about 803-805 and go on to 3172 for the general category, therefore it seems like you cannot get through it. Techno india also has an ending rank of about 4508. So, to get in in CSE this is the criteria, however you can try in the same colleges for Civil and Electronics.
