As you are asking about the Domicile certificate, as far as according to my knowledge you can apply for your domicile certificate in the Sub Divisional Office/ District Collector Office, as this certificate is a proof of that you are the Resident/Domicile of that state.

As you can get the appliction form for applying in the places i marked above and at the time of applying you must give the proof of continous residence for a specified period of time ot you should submit the paper of land acquire by you in that state as a proof. for more details visit to the SDO office.
