If the rank u have mentioned is your category rank then, you cannot electrical engineering in any nits .
You can go for the state joint entrance examination but don't think of getting electrical engineering with this rank.
If you can go for any other branch then yes there can be some nits .

For 19,476 OBC category rank in JEE MAINS, it is highly improbable for you to get Electrical Engineering in any NITs in normal rounds of counceling. You will have to wait for spot rounds and see what happens after that. Hope that answers your question.
