Hello,

Getting seat on fee waiver quota is depend on availability of such seats in desired college, It was 10% of total seats in one college reserves for fee waiver quota(2012), I’m not sure current percentage.

Yes, you can get fee waiver seat with this rank, my friend had gotten such seat with ~78 K rank in below average college, so in that sense you can also get fee waiver seat but you have to compromise with college and branch.
