YES, you can get CSE branch in HBTU, Kanpur based on your OBC rank i.e. 20k and based on previous year cutoffs.

In 2017, after Round 1-

Opening Rank- 16,199 and Closing Rank- 23,993 (CSE)

In 2018, after Round 2-

Opening Rank- 17,418 and Closing Rank- 24,795 (CSE)

You can definitely get the CSE branch after Round 1 or 2.
