Dear Pragya, MS Ramiah Medical College is a Private Medical College. And Private Medical Colleges do not participate in All India Counselling. They contribute a certain no.of seats to the Government for State Counselling and those seats can be occupied by students who hold domicile of that particular state. In this case, you cannot apply gor MS Ramiah Medical College if you dont hold domicile of Karnataka. You can only apply through their Management Quota. After all the phases of counselling, if any seats are vacant, they will be returned to the respective Medical College and it is within the jurisdiction of the college how to fill in those seats.
