Hi aspirant, in my opinion, placement at Dr BC Roy engineering college is decent for cse candidates. It's not that good tho. For getting a placement from there, you will have to work hard on yourself and try your best. 

I will suggest you to look at all the options carefully and then choose the college that suits you best.

Yes, the placement statistics displayed on the official website and many other places state that some possibility exists for on campus placement. You might not be paid very high but you have a chance in mass recruitment. TCS, Infosys, L&T are in focus mainly.
