Yes, you can get a seat in new IITs and other GFTIs in the CSAB as per last year's cutoffs. But it's not sure whether you will get a seat or not as two spot rounds conducted by CSAB after all depends on the number of seats vacant in different colleges after 7 rounds of counselling.
