I can provide you 2016, 2017 and 2018 cutoff ranks of IIPE, Vishakhapatnam for OBC category candidates, so you can get a clear idea.

In 2016,

Final Cutoff Rank- 4,861

In 2017,

Final Cutoff Rank- 8,687

In 2018,

Final Cutoff Rank- 6,866

Therefore, you can definitely get a seat in either Chemical or Petroleum Engineering.
