There is no forbidden to go for a degree course without passing 12th exam. As there is option for diploma courses or for ITI. Unless and until you have opted for diploma course and have successfully completed your diploma course or ITI. There are so many disciplines where you can go after the 10th Class like Engineering, Management, Design, Hotel Management and Tourism, Fashion Design, Medical Laboratory Sciences, Architecture. The most important factor to select the discipline is your interest.

You can do certain diploma courses but that's not equivalent to degree program, so you cannot get a graduation degree based on Xth qualification, whatever stream you choose to do your graduation whether it's humanities, commerce, engineering, medical etc, all these are degree programs and its eligibility is based on XII th qualification.

I am afraid, no. There is no such system as of yet but you can definitely go for a diploma course or a polytechnic, meanwhile without having the absolute requirements to pass your 12th but, for that too you will have to pass in your diploma course. Then after completion of your diploma you can go for a degree course.
