Yes You can appear for NEET 2019, As You have 84% More than required 60% aggregate In PCB which You have, Now make sure that You do not ross the age limit that is You are below 25 Yaers then You will be able to appear for NEET 2019.

For reserved caategory age relaxation is give and till the age of 30 years they are eligible to appear for NEET 2019.
