About 'holding' a seat, you may have two options. You might want to get a college in second counselling that you could not get in first counselling.

Or, you may want to reserve a seat for yourself even if you are not sure you want to study in that particular college, as a safety measure in case you don't get other colleges. 

Decide what you want and proceed accordingly.
