By NTA score I suppose you mean your percentile. You have 45 percentile which means 55% of people are ahead of you and when you calculate your rank on this basis your rank would come somewhere near 5,00,000. I am sorry but with this rank it is very very difficult to get any good college. 

Coming to the second part of your question, you have 70% in your 10+2. To become eligible for JEE Mains you must have a minimum of 75% in class 12 final exam. In case of SC/ST this criteria is relaxed by 10% and have to score a minimum of 65% in class 12th final exam. 

Since your JEE Mains score is very less in the January exam I would suggest you to reappear in the April session with good preparation and try to get a better percentile. In this way you can get college and branch of your choice.

If you want admission in GFTIs then for that must wait for the college/university level counselling. This type of counselling is conducted when there are seats left in such colleges. Look for GGU Bilaspur, HNB Garhwal and GKV Haridwar. Also look for NEHU Shillong and CIT Kokrajhar if you are ok with colleges in North East. You have to check the official website of such colleges for regular updates.

Give it a try for some colleges but there are fewer chances of getting them however there are chances of getting admit from some good private colleges and there are some colleges who intake students if they have good score in JEE and let me know your location ( i knew few colleges who intake students with JEE  in Hyderabad).

NTA have not officially declared any cut off lists yet but using previous years data we can predict your chances. According to your mentioned rank your general category rank will be around 4.8 lakh. With this rank you won't be qualifying for jee advanced and you have low chances of getting admission in any GFITs. However, you might get private institutions with you jee rank or management quota.
