By NTA score I suppose you mean your percentile. You have 45 percentile which means 55% of people are ahead of you and when you calculate your rank on this basis your rank would come somewhere near 5,00,000. I am sorry but with this rank it is very very difficult to get any good college.
Coming to the second part of your question, you have 70% in your 10+2. To become eligible for JEE Mains you must have a minimum of 75% in class 12 final exam. In case of SC/ST this criteria is relaxed by 10% and have to score a minimum of 65% in class 12th final exam.
Since your JEE Mains score is very less in the January exam I would suggest you to reappear in the April session with good preparation and try to get a better percentile. In this way you can get college and branch of your choice.
